The rule has not yet gone into effect as the necessary equipment is not readily available. The IIHF is working closely with its suppliers to meet the high demand for neck laceration protectors.

Following Johnson's death, the English Ice Hockey Association also mandated the use of neck guards for all players in England starting in 2024. Similar to the IIHF, the implementation is delayed due to supply issues. While not mandatory in the National Hockey League (NHL), some players have chosen to wear neck protection, such as TJ Oshie of the Washington Capitals.

Authorities are currently investigating Johnson's death, and a suspect has been arrested on suspicion of manslaughter. The IIHF initially only required neck protection for under-20 and under-18 tournaments.

Overall, the emphasis on player safety and the prevention of serious injuries like Johnson's has prompted these new regulations. Although there are supply challenges, both the IIHF and English Ice Hockey Association are taking steps to ensure that neck guards become standard equipment for players.
