However, as Decker made his way to Allen, the referee ran over to the defense to inform them of who was reporting. Allen mistakenly identified Skipper, and when Decker caught a pass in the end zone, a penalty was called.

Skipper later clarified that he wasn't actually reporting as eligible. He explained that he was signaling in the personnel by holding up one arm and placing another by his stomach with two fingers out, indicating the play call. Skipper mentioned that in such situations, an offensive lineman would typically have to directly approach an official and clearly state that they are reporting as eligible.

In the postgame, the explanations from the players contradicted each other. Lions quarterback Jared Goff believed that Decker had reported as eligible, while Skipper had not. Allen, on the other hand, claimed that Skipper had reported to him as eligible but then went to the tackle spot, which meant he didn't need to report at all. Decker was already in the game.
