The league's 17-month investigation found that allegations made by Tiffani Johnson against Snyder, including unwanted touching and attempting to coerce her, were substantiated. The investigation also found that the club intentionally withheld approximately $11 million in shareable NFL revenues. Snyder and the club were also accused of failing to cooperate during the investigation. NFL Commissioner Roger Goodell stated that the conduct substantiated in the findings had no place in the league. The fine also encompasses other outstanding matters.

Snyder had faced pressure to sell the team in recent years, especially after the team changed its name from the Redskins following racial unrest in 2020. The organization was also fined $10 million due to an investigation into workplace misconduct. Congress began investigating the team following allegations of sexual harassment and workplace misconduct.

The sale of the Commanders to the Harris group was unanimously approved by NFL owners for a reported $6.05 billion. The group includes Josh Harris, David Blitzer, Magic Johnson, and Mitchell Rales. Snyder originally bought the team in 1999 for $750 million and had faced multiple investigations into workplace misconduct and potential financial improprieties.

The sale of the team to the Harris group sets a new record, surpassing the previous record set by Robert Walton, who bought the Denver Broncos for $4.55 billion.
