Many of the recently released Palestinian terrorists who were part of a swap for Israeli and foreign hostages held by Hamas may receive funds from the United States via the Palestinian Authority, according to an expert on the matter. Itamar Marcus, director of Palestinian Media Watch, stated that the American and European funding provides a substantial boost to the Palestinian Authority's budget, which in turn is used to pay the salaries of imprisoned terrorists and the families of martyrs. Marcus argues that the American and European governments are turning a blind eye to this funding, which amounts to $300 million per year.According to Palestinian law, every terrorist who is imprisoned receives a salary from the Palestinian Authority. Marcus provided a list of nine recently released terrorists who will receive monthly payments ranging from approximately $535 to $668. Israeli General Yossi Kuperwasser expressed concern that many of these released terrorists will return to terrorism, as past experience has shown. However, he also acknowledged that each case should be evaluated individually.
The release of these terrorists has sparked celebrations among Palestinians, particularly those aligned with Hamas. Khaled Abu Toameh, a Palestinian affairs analyst, believes that the release will boost Hamas's popularity and influence in the West Bank. He also suggests that it may embolden others to carry out attacks against Israel, knowing that they could potentially be released in a prisoner exchange.
Efforts to crack down on Hamas's financing have become a priority for counterterrorism officials in Israel, the U.S., and Europe. Congress passed the Taylor Force Act in 2018, aimed at cutting economic aid to the Palestinian Authority until it ends its payment policy for terrorists. Israel has also implemented a similar law, and collects taxes on behalf of the Palestinian governing body.
Despite these concerns, the cease-fire agreement between Israel and Hamas is seen as a done deal that must be accepted. The U.S. State Department has not yet commented on the accusations that it is indirectly funding terrorism through its support of the Palestinian Authority.
