The House of Representatives released a report on Thursday calling for immediate action to prevent the transfer of sensitive U.S. technology to China. Despite the Biden administration's efforts to stop the flow of technology to China, the House Foreign Affairs Committee believes a stricter approach is necessary.

One of the recommendations in the report is to deny licenses for all exports to China that pose a risk to national security. Currently, some licenses are approved on a case-by-case basis, allowing U.S. technology to be sent to China. The report also suggests that companies on the Commerce Department's Entity List should not be allowed to use cloud services.

Additionally, the House report emphasizes the need to close loopholes in the application of rules. It highlights the importance of adding the entire corporate structure to the Entity List when a company or entity is included, rather than specific affiliates. The report cites examples of Chinese companies like SenseTime, which claimed that being added to the Entity List had no adverse effects, but were still able to purchase chips and use cloud services through other subsidiaries.

The report also calls for reforms to the Commerce Department's Bureau of Industry and Security, stating that it needs to move away from a post-Cold War, free trade mentality if the United States wants to compete with China effectively.

The Commerce Department did not provide an immediate comment on the report. However, a Committee hearing with Commerce Department officials is scheduled for Tuesday.
