China spent much of 2023 positioning itself as a global superpower and strengthening alliances to undermine American influence. However, the year ended with widespread protests against the government's strict COVID policies and calls for human rights and freedom. These demonstrations were short-lived, as China quickly refocused its efforts on becoming the premier power. Chinese President Xi Jinping broke tradition by naming himself party general secretary for a third term and winning a ceremonial vote to secure a third five-year term as president. Xi then consolidated the Communist Party's control over society and became the commander of the Chinese military.China's aggression was not limited to its domestic affairs. The country engaged in aggressive military maneuvers around Taiwan after former House Speaker Nancy Pelosi visited the self-governing island. Xi also made it clear during a meeting with President Biden that China planned to reunify Taiwan with mainland China, although the timing was undecided. U.S. military leaders predicted that China might invade Taiwan by 2027. China also escalated tensions in the South China Sea by blocking a Philippine resupply mission and hitting Philippine ships.
China further deepened its ties with North Korea and Russia, aiding them in expanding their military capabilities and evading international sanctions. China remained a critical lifeline for Russia as it continued its conflict with Ukraine. These actions strained the relationship between Beijing and Washington, exemplified by a Chinese spy balloon flying over the United States. The incident further escalated tensions and led to the cancellation of Secretary of State Antony Blinken's planned visit to China.
Despite the tensions, President Biden emphasized the need to avoid conflict and manage the competitive relationship between the United States and China.
