President Biden reversed Donald Trump's policy of excluding noncitizens from apportionment, leading to a border crisis and distorted representation in Congress and the Electoral College. Currently, the Census includes illegal aliens and noncitizens as residents, allowing states to gain extra congressional districts and representation at the expense of other states. This flawed process appropriates voting power from American citizens and bestows it on noncitizens. Excluding noncitizens from apportionment would discourage sanctuary policies and prevent states from using illegal aliens to maintain disproportionate political power. It would also ensure that only American citizens shape the political landscape and choose future leaders. Congress should pass legislation to ensure that all future apportionment determinations only include American citizens. A Senate bill has been unveiled to achieve this, and if passed into law, it would likely go before the Supreme Court. Congress has the authority to define "persons" in the Census, and defining it as citizens would end the electoral influence of noncitizens. U.S. citizenship should come with rights and responsibilities, such as voting and obeying laws. It is crucial for Congress to put an end to the unfair alteration of representation in the House and the Electoral College caused by the inclusion of noncitizens in the Census. American citizens should not have their voting rights devalued or their representation corrupted due to noncitizens.
