According to a new intelligence report, China has been acting as a backdoor for Russia to conduct business and obtain technology to support its invasion in Ukraine, bypassing Western sanctions. Rebekah Koffler, president of Doctrine & Strategy Consulting, stated that China is motivated to keep the Russia-Ukraine war going because it benefits from depleting the combat arsenals of both Russia and the United States, as China prepares to invade Taiwan. The report from the Office of the Director of National Intelligence found that China has become a critical economic partner for Russia since the invasion started, with increased use of its currency and financial infrastructure to conduct business without Western interference. China has also provided Russia with dual-use technology, including navigation equipment, jamming technology, and fighter jet parts. Russian imports from China increased by 13% in 2022, and exports increased by 43%. Gen. Jack Keane stated that China has chosen to double down on buying Russia's oil and gas and is providing parts and technology rather than lethal weapons. He speculated that there is little interest in the current administration to close the loophole of dual technology trade with China. Keane believes that this loophole will continue to exist without action being taken.
