Rogin pointed out that despite the efforts of multiple high-ranking officials, including Commerce Secretary Gina Raimondo, the Chinese government has shown no signs of budging. He sarcastically asked, "What's the plan, Stan?" Rogin acknowledged that the administration's theory was to establish high-level dialogue with Beijing to improve the bilateral relationship, but he argued that their efforts have been unproductive.

Rogin specifically criticized Secretary of State Antony Blinken for returning empty-handed from a meeting with Chinese leader Xi Jinping and Raimondo for setting expectations so low that her announcement of two new dialogues seemed like progress when it was anything but. He suggested that Beijing uses these discussions to avoid addressing U.S. and international concerns about its behavior.

Rogin also highlighted Raimondo's upcoming announcement of final implementation rules for the Biden administration's toughest high-technology export restrictions. He noted that while the U.S. aims to encourage trade while protecting sensitive national security technology, China has shown no willingness to cooperate. He pointed out that China is cracking down on the flow of economic and financial data, raiding foreign firms, and stockpiling food and commodities, indicating that it is preparing for a conflict with the West rather than promoting long-term economic growth.

Despite the administration's efforts, Rogin concluded that their negotiations with China have been fruitless. He quoted Mark Kennedy, the director of the Wilson Center's Wahba Institute for Strategic Competition, who suggested that China's actions indicate a preparation for a conflict with the West. The White House did not respond to Rogin's request for comment.
