There is concern among Israelis and some Palestinians that the Palestinian Authority may be forced to pay nearly $3 million per month in compensation to the families of Hamas terrorists who carried out a deadly attack against Israel on October 7th. Israeli military estimates suggest that around 3,000 Hamas terrorists infiltrated Israeli territory from the Gaza Strip during the attack, resulting in the deaths of over 1,300 civilians and soldiers. The Israeli organization Palestinian Media Watch claims that the Palestinian Authority, which governs Palestinians in the West Bank, pays salaries to terrorists and those arrested for fighting Israel. These payments, often referred to as "pay for slay," are defended by Palestinian Authority President Mahmoud Abbas. Despite an economic crisis in the Palestinian territories, these payments continue to be made, sparking protests. The Palestinian Authority, however, may struggle to find the funds to extend this policy to the families of such a large number of terrorists. In response to these payments, the Taylor Force Act was passed by Congress in 2018, cutting economic aid to the Palestinian Authority until the payment policy is ended. Bassem Eid, a Palestinian human rights activist, believes that the Palestinian Authority uses this policy to encourage more terror against Jews and Israelis. It is unclear whether Abbas will pay money to Hamas terrorists after the recent attack.
